Circle can freeze any address within 24 hours. How is that decentralized?
Syria is the answer to this question made manifest. The Caesar Act and OFAC's enforcement machinery are the largest address freeze mechanism in existence. They are trusted validators of a permissioned global system, which is precisely why Syria must respond by diversifying away from it. If a nation that is frozen cannot maintain its alliance relationships through sanctioned channels, it starts exploring alternatives. And that is where digital assets enter the picture.
Because here is what the macro picture actually shows. Russia, Iran, and their sanctioned partners have been quietly building crypto infrastructure for cross-border settlement. They understand that a frozen state cannot rely on SWIFT, so they are exploring rails that operate outside the traditional validator set. This does not mean they have abandoned the dollar overnight; the dollar's network effects are still too deep. But the signal is clear: when the trust system of the West is weaponized against you, you start building parallel trust systems.

Not because the US would trust Damascus, it would not, but because the verification layer would be neutral and immutable. Attestations could be reviewed and verified without direct bilateral trust.
